The requester originally had his request denied by the township, but he argued that the list is a public record and contained no exempted information as found in <a href=\"https:\/\/gcc02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fcodes.ohio.gov%2Fohio-revised-code%2Fsection-149.43&amp;data=05%7C02%7Cnathan.owens%40ohioago.gov%7C0b4db91626984c3fb2f708dd0a72bfa9%7C16bb85b3d21e4dd2a07c7c114cf57b55%7C0%7C0%7C638678211231866733%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=pGPQYjuOcjmJPwEOwU7IbhOeWQWm%2BhDNzNcxmg5UzG8%3D&amp;reserved=0\">ORC 149.43<\/a>. While the township claimed the list did not document the activities of the office and was developed\/maintained by a vendor, in <strong><u>Hicks v. Union Township<\/u><\/strong>, the Supreme Court agreed that the list was a public record per the three elements of a public record\u00a0as defined in <a href=\"https:\/\/gcc02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fcodes.ohio.gov%2Fohio-revised-code%2Fsection-149.011&amp;data=05%7C02%7Cnathan.owens%40ohioago.gov%7C0b4db91626984c3fb2f708dd0a72bfa9%7C16bb85b3d21e4dd2a07c7c114cf57b55%7C0%7C0%7C638678211231888294%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=C3zXi16FFF21JDrH5%2FzE9Rr08cVG%2FxIbXMmfm8hbupI%3D&amp;reserved=0\">ORC 149.011(G)<\/a>.
